بنیاد دفاع از دمکراسی ها Foundation For Defence Of Democracies" در گزارشی اعلام کرد   روز پنجشنبه گذشته مقامات پاراگوئه  دستور داده اند  اسعد احمد برکات یکی از بزرگترین حامیان مالی حزب الله که در لیست ترویستی آمریکا نیز قرار دارد دستگیر شود .این دستگیری بعد از آن  انجام می شود که رئیس جمهور پاراگوئه در پی به تغییر سیاست کشورهای آمریکای جنوبی نسبت به فعالیت های حزب الله در کشورهایشان دستور داد تا  در مورد این فرد تحقیق بعمل بیاید.  بنیاد دفاع از دمکراسی ها نوشت ماریو ابده پینیتز  رئیس جمهور پاراگوئه دستور داده است که در مورد نحوه دست یابی برکات به پاسپورت پاراگوئه ای که در ماه آوریل بصورت غیر قانونی انجام شده است تحقیق شود. برکات در سال ‍۱۹۸۹  تابعیت پاراگوئه ای بدست آورده بود ولی در سال ۲۰۰۳ بر اساس حکم دادگاه عالی این کشور  این تابعیت از او گرفته شد  ولی در آوریل گذشته توانسته است که پاسپورت جدیدی را بدست بیاورد .برکات که از خانواده ای لبنانی است فعالیت های غیر قانونی اش را در منطقه مرزی میان آرژانتین و برزیل و پاراگوئه به اجرا می گذارد . وزارت خزانه داری آمریکا در سال ۲۰۰۴ به دلیل حمایت مالی او از حزب الله او را تحریم کرد و در سال ۲۰۰۶ نیز برادرانش حمزه و حاتم را تحریم کرد .  دولت آرژانتین از ماه ژوئن گذشته شروع به آوردن فشار به گروههای خلافکار مرتبط به حزب الله کرد . به گفته مقامات، بر اساس قانون جنایی مربوط به حمایت مالی از تروریسم،  سپرده های افراد وابسته به خانواده برکات  بلوکه شده  است  در اطلاعیه وزارت دارایی آرژانتین نیز آمده است این حکم بعد از آن صادر شد که طی تحقیقاتی دست کم ۱۴ شخص مرتبط به فامیل برکات مورد بازجویی قرار گرفتند و مشخص شد که در قاچاق پول و جعل اسناد و تجارت مواد مخدر یا سلاح و پول شویی و حمایت از تروریسم دست داشته اند بر خلاف اینکه اغلب پولشویی هایی که فامیل برکات در آن دست داشته در آرژانتین بوده هر سه کشور پاراگوئه ، برزیل و آرژانتین نیز از این اعمال غیر قانونی تاثیر پذیرفته است چرا که افراد این فامیل در برزیل و پاراگوئه زندگی و کار می کنند.تیم امنیت ملی در پاراگوئه اعمالی که می توان علیه چهارده نفری یاد شده انجام داد را در دست بررسی دارد . این افراد همگی در پاراگوئه ارتباطات خود را دارند براساس بیانیه مقامات برزیلی هنوز برزیل هیچگونه اقدامی را علیه فعالیت های برکات انجام نداده است . هنوز برزیل بر خلاف تحریم های آمریکا پایگاه عملیات برکات است

A suspect was shot by police and apprehended after wounding two people in an apparent stabbing attack at the primary train station in Amsterdam on Friday, police said on their twitter feed.
Both the two victims and the suspect from the incident at Amsterdam Centraal Station were taken to a local hospital with injuries, but their conditions remained unclear.
Videos posted to social media showed part of the station being evacuated, but most travelers were leaving in an orderly fashion. A large police presence was visible outside the station. Police said only the area around two platforms of the sprawling station was evacuated.
The police said the motivation for the attack was not immediately clear and they were investigating "all possible scenarios."

Exclusive: Iran moves missiles to Iraq in warning to enemies - sources

PARIS/BAGHDAD (Reuters) - Iran has given ballistic missiles to Shi’ite proxies in Iraq and is developing the capacity to build more there to deter attacks on its interests in the Middle East and to give it the means to hit regional foes, Iranian, Iraqi and Western sources said.

Any sign that Iran is preparing a more aggressive missile policy in Iraq will exacerbate tensions between Tehran and Washington, already heightened by U.S. President Donald Trump’s decision to pull out of a 2015 nuclear deal with world powers.

It would also embarrass France, Germany and the United Kingdom, the three European signatories to the nuclear deal, as they have been trying to salvage the agreement despite new U.S. sanctions against Tehran.

According to three Iranian officials, two Iraqi intelligence sources and two Western intelligence sources, Iran has transferred short-range ballistic missiles to allies in Iraq over the last few months. Five of the officials said it was helping those groups to start making their own.

“The logic was to have a backup plan if Iran was attacked,” one senior Iranian official told Reuters. “The number of missiles is not high, just a couple of dozen, but it can be increased if necessary.”

Iran has previously said its ballistic missile activities are purely defensive in nature. Iranian officials declined to comment when asked about the latest moves.

The Iraqi government and military both declined to comment.

The Zelzal, Fateh-110 and Zolfaqar missiles in question have ranges of about 200 km to 700 km, putting Saudi Arabia’s capital Riyadh or the Israeli city of Tel Aviv within striking distance if the weapons were deployed in southern or western Iraq.

The Quds Force, the overseas arm of Iran’s powerful Islamic Revolutionary Guard Corps (IRGC), has bases in both those areas. Quds Force commander Qassem Soleimani is overseeing the programme, three of the sources said.

Western countries have already accused Iran of transferring missiles and technology to Syria and other allies of Tehran, such as Houthi rebels in Yemen and Lebanon’s Hezbollah.

Iran’s Sunni Muslim Gulf neighbours and its arch-enemy Israel have expressed concerns about Tehran’s regional activities, seeing it as a threat to their security.

Israeli officials did not immediately respond to requests for comment about the missile transfers.

Israeli Prime Minister Benjamin Netanyahu said on Wednesday that anybody that threatened to wipe Israel out “would put themselves in a similar danger”.

MISSILE PRODUCTION LINE
The Western source said the number of missiles was in the 10s and that the transfers were designed to send a warning to the United States and Israel, especially after air raids on Iranian troops in Syria. The United States has a significant military presence in Iraq.

“It seems Iran has been turning Iraq into its forward missile base,” the Western source said.

The Iranian sources and one Iraqi intelligence source said a decision was made some 18 months ago to use militias to produce missiles in Iraq, but activity had ramped up in the last few months, including with the arrival of missile launchers.

“We have bases like that in many places and Iraq is one of them. If America attacks us, our friends will attack America’s interests and its allies in the region,” said a senior IRGC commander who served during the Iran-Iraq war in the 1980s.

The Western source and the Iraqi source said the factories being used to develop missiles in Iraq were in al-Zafaraniya, east of Baghdad, and Jurf al-Sakhar, north of Kerbala. One Iranian source said there was also a factory in Iraqi Kurdistan.

The areas are controlled by Shi’ite militias, including Kata’ib Hezbollah, one of the closest to Iran. Three sources said Iraqis had been trained in Iran as missile operators.

The Iraqi intelligence source said the al-Zafaraniya factory produced warheads and the ceramic of missile moulds under former President Saddam Hussein. It was reactivated by local Shi’ite groups in 2016 with Iranian assistance, the source said.

A team of Shi’ite engineers who used to work at the facility under Saddam were brought in, after being screened, to make it operational, the source said. He also said missiles had been tested near Jurf al-Sakhar.

The U.S. Central Intelligence Agency and the Pentagon declined to comment.

One U.S official, speaking on condition of anonymity, confirmed that Tehran over the last few months has transferred missiles to groups in Iraq but could not confirm that those missiles had any launch capability from their current positions.

Washington has been pushing its allies to adopt a tough anti-Iran policy since it reimposed sanctions this month.

While the European signatories to the nuclear deal have so far balked at U.S. pressure, they have grown increasingly impatient over Iran’s ballistic missile programme.

France in particular has bemoaned Iranian “frenzy” in developing and propagating missiles and wants Tehran to open negotiations over its ballistic weapons.

Foreign Minister Jean-Yves Le Drian said on Thursday that Iran was arming regional allies with rockets and allowing ballistic proliferation. “Iran needs to avoid the temptation to be the (regional) hegemon,” he said.

In March, the three nations proposed fresh EU sanctions on Iran over its missile activity, although they failed to push them through after opposition from some member states.

“Such a proliferation of Iranian missile capabilities throughout the region is an additional and serious source of concern,” a document from the three European countries said at the time.

MESSAGE TO FOES
A regional intelligence source also said Iran was storing a number of ballistic missiles in areas of Iraq that were under effective Shi’ite control and had the capacity to launch them.

The source could not confirm that Iran has a missile production capacity in Iraq.

A second Iraqi intelligence official said Baghdad had been aware of the flow of Iranian missiles to Shi’ite militias to help fight Islamic State militants, but that shipments had continued after the hardline Sunni militant group was defeated.

“It was clear to Iraqi intelligence that such a missile arsenal sent by Iran was not meant to fight Daesh (Islamic State) militants but as a pressure card Iran can use once involved in regional conflict,” the official said.

The Iraqi source said it was difficult for the Iraqi government to stop or persuade the groups to go against Tehran.

“We can’t restrain militias from firing Iranian rockets because simply the firing button is not in our hands, it’s with Iranians who control the push button,” he said.

“Iran will definitely use the missiles it handed over to Iraqi militia it supports to send a strong message to its foes in the region and the United States that it has the ability to use Iraqi territories as a launch pad for its missiles to strike anywhere and anytime it decides,” the Iraqi official said.

Iraq’s parliament passed a law in 2016 to bring an assortment of Shi’ite militia groups known collectively as the Popular Mobilisation Forces (PMF) into the state apparatus. The militias report to Iraq’s prime minister, who is a Shi’ite under the country’s unofficial governance system.

However, Iran still has a clear hand in coordinating the PMF leadership, which frequently meets and consults with Soleimani.

German counterintelligence officials highlight the activities of Russia, China and Iran in the annual report prepared by the Bundesamt für Verfassungsschutz (BfV), the domestic intelligence service of the Federal Republic of Germany.
The report highlights counterintelligence efforts vis-à-vis nation-state espionage and influence operations within Germany.

The 359-page German language report (and the 47-page English synopsis) dissect the modes operandi of Russia, China and Iran and identifies the espionage and influence operations of several other countries: Turkey, Syria, India, Switzerland and Vietnam.

The BfV calls out the hazard faced by the nation’s critical infrastructure to cyberattacks. To counter this threat, the BfV in conjunction with the National Cyber Defense Center (Cyber-AZ) has increased the level of domestic and international cooperation focused on increasing cyber defenses and thwarting attacks.
Both China and Russia have been detected as conducting cyberattacks against German interests and, more recently, Iran.
 These nation-states “clearly show the attempt to strategically spy on politics and federal administration.”
Additionally, documented attempts to compromise managed service providers in Europe, to access the provider’s customer data has been attributable to both Russia and China.

The BfV minces no words: the Russians are very active within Germany, with the focus on all areas of “politics, economics, science and technology, and the military.” In addition, special emphasis has been detected by the BfV on the political attitudes of the federal government toward the Russian Federation.
To that end, not surprisingly, the BfV highlights the Russian disinformation campaigns and attempts to influence domestic election outcomes and are viewed as an attempt to destabilize the federal government and “weaken its position” with respect to EU sanctions against Russia.
HUMINT (human intelligence) operations continue to target German citizens and officials both inside Germany and during visits to Russia for the purposes of developing the individual as a clandestine source of the Russian intelligence services. The prognostication by the BfV is this activity will not diminish in the years to come.China
The BfV notes that the activities of China’s intelligence services is focusing toward “political espionage,” targeting entities such as the EU and G20 Summit. In addition, high-tech espionage continues, as does the attempts to purchase German companies with the goal of closing the technological gaps.
The report specifically calls out: “China acquires sensitive data through the acquisition of security-related companies and thus gained knowledge detrimental to German security interests.”
The Chinese modus operandi includes:Open source collection from referral interviews by legal residents in Germany and through journalists.Social network exploitation and social engineering, specifically LinkedIn for large-scale operations, with he technique having little variance from case to case: “Supposed scientists, job brokers and headhunters make contacts with people who have a meaningful personal profile. They are lured with tempting offers and finally invited to China; there they are engaged by the Chinese intelligence apparatus.”Chinese think tanks are used for targeting young students, diplomats and business persons. “The think tanks gather sensitive information, not least to prepare cyberattacks, but also to select suitable targets and disguise intelligence activities.”Iran
Iran’s Ministry of State Security (MOIS) has been primarily focused on Iranian exiles, while the Iranian Revolutionary Guard Corps (IRGC) Quds Force has been actively engaged in spying on pro-Jewish or Israeli entities.
In March 2017, a Pakistani national was sentenced to prison for intelligence activities on behalf of Iran, for preparing targeting packages on a number of targets for the Quds Force.Turkey
The BfV details in great detail the efforts of the Turkish security services within Germany, which are focused primarily on learning about the Turkish political opposition and conducting influence operations. The services placed an officer, under journalist cover, within the Kurdish community. The individual was identified by the BfV, arrested and tried, and is serving two years in prison. Interestingly, the individual never confessed, but his mobile phone’s content provided sufficient evidence to convict within the German courts.Switzerland
A Swiss citizen, Daniel Moser, was arrested and tried for being an agent operating on behalf of the Swiss intelligence service sent to Germany to obtain information on three German tax investigators who were investigating German tax evaders.Syria
Even though the state of Syria is in utter disarray, the Syrian intelligence services continue to operate abroad, and within Germany specifically. The BfV reports that as the number of Syrian refugees increases, so does the number of “new structures and agent networks within Germany” controlled by the Syrian intelligence apparatus. In 2017, a number of Syrian diplomats were expelled for conducting espionage operations within Germany.India
According to the BfV the Indian intelligence services, Research and Analysis Wing (RAW), India’s foreign intelligence agency and the Intelligence Bureau (IB), India’s domestic service, have accredited officers at their mission in Berlin and several undeclared employees. India’s activities are centered on monitoring and infiltrating the Sikh community in Germany. In 2017, arrests of Indian intelligence officers and their confidential informants were made by the German government.Vietnam
Vietnam’s intelligence organizations kidnapped a high-ranking politician (Trinh Xuan Than) off the streets of Berlin July 23, 2017. The unnamed individual had been accused of corruption in Vietnam and had escaped to Germany where he had requested political asylum. Two Vietnamese Embassy officials were expelled from Germany and a local accomplice (Long N.H.) was arrested, admitted his part in the kidnapping is serving four years in prison.
Than resurfaced in Hanoi a few days later. Vietnam claims he voluntarily returned to his homeland and turned himself in to authorities, which differs from the account in Germany, which has Than being kidnapped at gunpoint. Than was subsequently convicted of corruption for the losses and failures of the PetroVietnam Construction JSC and is serving a life sentence in Vietnam.Is Germany’s Experience Unique?
The experiences of the BfV are no doubt being played out within the counterintelligence efforts of the United States and its allies.
